Feb. 19, 1995
Brothers and sisters:
In response to the current campaign of lies, promoted by some some mass media against the EZLN, this is our words:
First.- Bishop Samuel Ruiz Garcia and various members of the diocese of San Cristobal de las Casas, Chiapas have been accused of having ties to our EZLN, and in addition, of having been informed in advance of our uprising on January 1994. All of this is false. The ecclesiastical structure of the diocese of San Cristobal do not have nor have they had any relation with our army. In no moment prior to the month of February 1994 has there been any contact between the command group of the EZLN and Bishop Ruiz Garcia. It was not until Samuel Ruiz Garcia accepted the role of mediator in the conflict, that contacts were initiated by mail between this CCRI-CG of the EZLN and Ruiz Garcia. The first personal contact was made when the discussions of peace were initiated in the Cathedral of San Cristobal, Chiapas, in the month of February 1994. We reiterate that we have not received any type of support from the ecclesiastical structure of the diocese of San Cristobal, nor of any other person, and we have never communicated our plans or intentions. The actions of the EZLN are the exclusive responsibility of the this Indigenous Revolutionary Clandestine Committee-General Command of the EZLN.
Second.- With regard to a man named Jorge Santiago Santiago, accused of belonging to the leadership of our organization and of his supposed work as a link between Bishop Samuel Ruiz Garcia and the EZLN, this CCRI-CG of the EZLN declares that it does not know Jorge Santiago Santiago, that he does not form part of the leadership of the EZLN nor of any of its parts, and neither he nor anyone else has carried out or is carrying out work of linking the EZLN and the Bishop Ruiz Garcia.
Third.- In addition, none of the detainees, nor those against whom there are arrest orders for being accused of belonging to the leadership of the EZLN, form part of this CCRI-CG of the EZLN, supreme command of our organization.
Fourth.- The attacks and calumnies against Bishop Samuel Ruiz Garcia, follow the governmental plans of putting the National Commission of Mediation (CONAI) over which bishop Ruiz presides, in order to exterminate the EZLN without any disturbance and to allow the hands of the large cattleman and businessmen free to continue their repression against the indigenous of Chiapas.
Fifth.- The CCRI-CG of the EZLN ratifies its recognition of the National Commission of Mediation (CONAI) as the only vehicle of mediation between the EZLN and the federal government in the search for a peaceful solution to the conflict, and recognizes in its members the moral authority, neutrality, and authentic interest in a just and dignified peace for Chiapas and Mexico.
Sixth.- The CCRO-CG of the EZLN exhorts the members of the National Commission of Mediation (CONAI) that it not allow itself to be intimidated by the calumnies and lies against its just labor, and that it redouble its efforts to detain the escalation of war conditions by the Mexican state against the indigenous of Chiapas.
Seventh.- In view of the difficult military conditions, this CCRI-CG of the EZLN has been forced to look for diverse channels and means to let its words be known. By this means we communicate to the people of Mexico, to the peoples and governments of the world, to the National Commission of Mediation, to the national and international press, that this CCRI-CG of the EZLN ratifies and honors the diverse communiques emitted by this CCRI-CG of the EZLN and signed by the Comandantes David and Javier, and by Major Ana Maria. All of the communiques signed by these companeros and all of their statements are honored by the supreme command of the Zapatista National Liberation Army: Clandestine Indigenous Revolutionary Committee-General Command of the Zapatista National Liberation Army. Their word is ours.
