CCRI details government attacks


Communique of the Revolutionary Indigenous Clandestine Committee,
General Command of the Zapatista National Liberation Army.
Mexico, February 12, 1995.

To the people of Mexico.
To the Peoples and governments of the world.
To the national and international press.

The Revolutionary Indigenous Clandestine Committee, General Command of the Zapatista National Liberation Army (EZLN), announces the following:

1.- The 9th of February in the morning hours, hundreds of armored and transport vehicles with federal troops advanced towards the municipal head Guadalupe Tepeyac, of the municipality of San Pedro de Michoacan, territory under control of the Zapatista National Liberation Army. The advance was supported by artillery helicopters flying at low level and landing in Aguascalientes, headquarters of the National Democratic Convention (CND).

The federal troops penetrated Guadalupe Tepeyac with excess of violence dislocating and driving out all the civilian inhabitants and the International Red Cross from the place. The 10th and 11th of February, the low level flights of the 30 helicopters increased in frequency by day and night, which creates the danger of an all out war. Hundreds of military tanks and vehicles were introduced in the towns of Garrucha, Campa San Agustin, Santa Lucia, Monte Libano, Teneperlas, La Union, and others, totally closing the circle without letting anybody in or out. On February 11th, 2 helicopters, dropped 5 bombs in the vicinity of Altamirano and La Garucha, as as well as machine gunning several civilian towns in territory under control of the EZLN.

The federal soldiers, together with the police are detaining and torturing civilians. In the afternoon of the same day, in the town of Rosario Ibarra of the Ocosingo Municipality, the town's people were located and detained and everybody is being tortured including children and women. One of the local authority representatives of the town was inhumanely tortured, cutting off his arm. The women were threaten with killing their children to make them talk and reveal which organization they belong to. The Revolutionary Indigenous Clandestine Committee (CCRI) with human sorrow denounces the barbarism and the dirty and genocidal war which the federal government headed by Ernesto Zedillo Ponce de Leon has carried out against the Zapatista National Liberation Army.

Up to now when this communique is being written, the troops of the EZLN, together with the civilians, have retreated avoiding encounters and confrontations with the federal troops to the extent possible. But there is no indication from the government of reducing the pressure and a disposition to dialogue. The message of Mr. Zedillo is a falsehood, pure pretext to justify the dirty war they are imposing in the Zapatista zones. The CCRI clarifies that we do not know the supposed Zapatista detainees. We do not know another organization or another force. The only organization we have is the Zapatista National Liberation Army. We know Subcomandante Insurgente Marcos. He was born in the Lacandona jungle eleven years ago. Since then he has lived, eaten, drunk, slept beside us, the Chiapaneco Indigenous people. Marcos, the same as all the members of the CCRI, knows nothing and is nothing. Marcos is only one more representative, the same as the CCRI, of the indigenous people and the marginalized people.

2.- The Revolutionary Indigenous Clandestine Committee is the chief union of the Zapatista National Liberation Army. We do not know any other leadership, nor any other force. We do not know any of the detained people. The EZLN clarifies that we have not made any military advances of our troops to other territorries since December 19, 1994.

3.- El CCRI repeats its disposition to dialogue, but with the condition that the federal government removes its troops from zones under control of the EZLN. We want to tell the peoples of the world, the people of Mexico and the federal government headed by Ernesto Zedillo, that we are not going to surrender, that we will resist in the mountains. If the federal government headed by Ernesto Zedillo wants war, there will be war, but if he wants to and has disposition for a dialogue, the Zapatista National Liberation Army is willing to dialogue and to look for a political opening to the problems.

4.- This is how the situation is. The government headed by Ernesto Zedillo shows once more its incapacity to resolve the problems of misery and marginalization that exists in Chiapas and Mexico. You go back again to your lies, with a genocidal war, showing once more, your lack of honor as chief supreme commander of the armed forces and as chief of the nation. And we want to tell you again that we will not surrender and that we will resist. -Democracy, Liberty and Justice!
