Arrangements for meeting Cocopa

To the people of Mexico:
To the peoples and governments of the world:

First. - Through a public letter, the EZLN has communicated to the Commission of Concordance and Peace (Cocopa) their positive response to the request for a meeting.

Second. - Owing to the intense military mobilization of late, the meeting cannot be held in the indigenous community of La Realidad, as the Cocopa legislators were attempting. Large military columns have prevented the EZLN leadership from approaching that town and, therefore, it would be impossible to make contact.

Third. - Seeking the best conditions for the legislators and the representatives of the CCRI-CG of the EZLN, we have proposed to the Cocopa that we have two meetings in the city of San Cristobal de las Casas, Chiapas, on November 20 and 22, 1998, this so that national and international public opinion, as well as civil society which will be attending the meeting with the EZLN from the 20th to the 22nd, will be guarantees for the security of the zapatista delegates.

Fourth. - For the zapatistas' transportation, we have asked the Cocopa to use the model followed in previous meetings of that legislative body with us: the transfer should be in vehicles of the International Committee of the Red Cross, accompanied by civil society and the press, and with the physical presence of members of the Cocopa. The zapatista delegates will be ready, if there are conditions of security, on November 19, 1998, in the Aguascalientes of La Realidad, Oventic and La Garrucha, and they should return to those locations on November 23, 1998.

Fifth. - The federal and state governments are renewing their efforts to hinder the peace initiatives of civil society, the Cocopa and the EZLN. It is not the first time they have ruined the peace efforts. We call on national and international civil society to insist on the conditions necessary for this meeting to be held.
