CCGI on military plans

Communique from the CLANDESTINE REVOLUTIONARY INDIGENOUS COMMITTEE-GENERAL COMMAND OF THE ZAPATISTA ARMY OF NATIONAL LIBERATION.

Me'xico, September 17,1996.
The people of Me'xico;
The peoples and governments of the world;

Brothers:

The Zapatista Army of National Liberation declares:

First.- The supreme government lies when it says that they are not carrying out military manoeuvres in the area called "conflict zone" and when it says that they have not modified their positions held since a year and a half ago. The federal garrisons located in La Garucha and Patiwitz, continue their advance towards the mountain positions of the EZLN. The 13, 14, and 15 of this month, government patrols penetrated into the sierras of the can~ones of Patiwitz. On top of that, the federal troops quarterted at the ejidos (communal lands) San Caralampio and Calvariohave advanced today, September 17th,1996, with manoeuvres they call "all involving" and surrounded the community of San Jose' in the Can~ones of the Perlas river.

Second.- The modern armament displayed by the special federal troops at the parade on September 16 is already available at the points of deployment of the government commandoes in the Jungle, the North and the Highlands of Chiapas. The spy planes, originated from the United States and called "condor", equipped with infrared sensors and silent flight, have been utilized in the zapatistas zones since May 1994, and right now are being used to detect the command posts of the EZLN in the mountains.

Third.- With the guise of "social work" the north of Chiapas is being militarized maintaining the impunity for the "white guards" and the persecution of sympathizers of the EZLN and those struggling for social change without a political affiliation.

Fourth.- The only distension that exists are just words, the actions are full of military logic which continues it's advance. The government tries to pressure us militarly to force us to return to a useless and deceitful table. (the negotiations table)* The government's will is very far from continuing the dialogue and the Army advances to war. We wait.
