Our delegates will not meet with the federal government

TO THE PEOPLE OF MEXICO:
TO ALL THE STATE, REGIONAL AND MUNICIPAL COORDINATORS OF THE CONSULTATION:
TO ALL THE PROMOTIONAL BRIGADES OF THE CONSULTATION:

BROTHERS AND SISTERS:

ON MARCH FIRST, 1999, WE ISSUED A PUBLIC LETTER EXPLAINING THE CRITERIA BY WHICH THE AGENDAS OF PUBLIC AND PRIVATE ACTS OF THE ZAPATISTA DELEGATES WOULD BE ESTABLISHED IN EACH OF THE MUNICIPALITIES OF THE COUNTRY. IN THAT LETTER WE ANNOUNCED THAT OUR DELEGATES WOULD MAKE EXCEPTIONS IN THEIR AGENDA OF PUBLIC AND PRIVATE ACTIVITIES. THESE ARE THOSE EXCEPTIONS:

FIRST.- KEEPING WITH THE MANDATE UNDER WHICH OUR DELEGATES WILL TRAVEL, THEY WILL NOT MEET IN ANY WAY WITH REPRESENTATIVES OF THE FEDERAL GOVERNMENT, NOR WITH THE EXECUTIVE, LEGISLATIVE OR JUDICIAL POWERS OF THE STATE OF CHIAPAS.

SECOND.- NOR WILL THE ZAPATISTA DELEGATES MEET WITH THE COMMISSION OF AGREEMENT AND PACIFICATION (COCOPA), (NOR WITH ANY OF ITS MEMBERS, EVEN ON A PERSONAL BASIS), SINCE SAID LEGISLATIVE COMMISSION, BY ITS OWN DECISION, EXCLUDED ITSELF FROM THIS STAGE OF THE CONSULTATION ON ITS LEGAL INITIATIVE FOR THE RIGHTS OF INDIAN PEOPLES AND FOR PEACE.

THIRD.- THE ZAPATISTA DELEGATES WILL NOT VISIT ANY OF THE SEATS OF FEDERAL LEGISLATIVE, FEDERAL JUDICIAL OR FEDERAL EXECUTIVE POWER.

FOURTH.- ANY OTHER LEGISLATIVE OR EXECUTIVE POWER OF THE STATES IN THE FEDERATION (EXCEPT THOSE OF CHIAPAS), OF THE MUNICIPALITIES AND DELEGATIONS, AS WELL AS THE FEDERAL DEPUTIES AND SENATORS ON A PERSONAL BASIS (EXCEPT THOSE WHO ARE MEMBERS OF THE COCOPA), AND THE LEADERSHIP OF ANY POLITICAL PARTY, MAY, IF THEY WISH, MEET WITH THE RESPECTIVE ZAPATISTA DELEGATES IN THEIR STATES.
