The EZLN notes the following concerning the Consulta:

First. 32 states in the Federation are now being covered in the promotion and publicity for the Consulta. We received confirmation today of the registration of brigades in Nayarit and Campeche, which had been the two states without brigades, up to now.

Second. The EZLN has received requests for the registration of state coordinators. At the present moment, the following have been accredited:

The registration of a coordination does not limit their incorporating more brigades, persons and organizations. We urge you to encourage more companeros to join.

The EZLN will continue informing the coordinators who secure their registration in a timely manner.

Third. These state coordinators will also also be given the title of state authorities for the Consulta. This position calls on them to organize the technical aspects of the voting in their municipalities, according to the directions of the Arturo Rosenblueth Foundation, which will soon be publicly announced.

In accordance with this, these state coordinators will be "state coordinators and authorities for the Consulta" in their respective areas.

Fourth. We urge state coordinators and authorities for the Consulta to act in accordance with the principles of openness, breadth, inclusion and tolerance proposed by the EZLN.

Fifth. We call on the state coordinators and authorities for the Consulta to organize and promote the public agenda for the zapatista delegates who will be visiting the municipalities, making an effort to carry out the criteria established by the EZLN.

Sixth. We invite all the people of Mexico, its political and social organizations, non-governmental organizations, citizens organizations, the men, women, children and old ones, to help the state coordinators and authorities for the Consulta wherever they are: be it setting up tables for the Consulta, or participating in the work necessary for the transfer, stay and activities of the zapatista delegates who will be visiting them, or attending the public activities that will be being held in their municipalities.

Seventh. For peace and against the war, for the recognition of the rights of the Indian peoples and against racism and exclusion, for democracy and against authoritarianism, we call on everyone to mobilize for the Consulta on Sunday, March 21, 1999.
