The Mexican goverment has been carrying out a war of extermination, not just since 1994, but from before that.

Illness, ignorance, poverty, contempt and racism.

They kill with the White Guards. Much death comes to us, the worst death was that of the silence, that of the forgetting. When we declared war on the government we had no other solution. We had to choose between the death from the forgetting or make ourselves heard. That is why the war was made. Not to dominate, but to stop the other war which the government made against us and makes against us. Our war was to live and the government's war was to kill. The government wants to destroy the Indian governments, not because we are defying the goverment, but because we are a threat to their program, if they finish us off they will be destroying a part of the history of the country and also the ideals of peace with justice and dignity.

To seek paths which are not those of war.

Path of dialogue where the parties are willing to dialogue and to carry out the accords.

The Mexican federal government, as it has demonstrated, is not willing to reach accords and to carry them out.

The Mexican federal government is not willing to assume the dialogue and the accords.

The government has not chosen to assume dialogue and peace.

What the government is trying for is a surrender, after 5 years, it has made war for that. The dialogue was a disguise for their true plans to pacify us.

The EZLN has been willing for dialogue and peace. It has demonstrated that at every moment.

It is willing to reach accords and to carry them out and to not revert to violence. It is willing to incorporate the government's point of view.

These San Andres Accords incorporate the governmet's point of view.

The EZLN has made efforts over the last 5 years for peace, the government has asssumed a false position, and its efforts have been to deepen the war.

Because of that, the dialogue is not equal, for the government it is to mark time for the EZLN, that is why it is suspended.

Dialogue will not be renewed with the government.

There will be no dialogue with the government until the 5 minimum conditions are met:

1. Carrying out San Andres
2. Release of the political prisoners
3. An end to the harassment
4. Proposals concerning democracy and justice and the reaching of accords and carrying them out

5. An intermediary with the capacity for decision-making, an attitude for dialogue and respect for the EZLN

The creation of a mediatory body is necessary. The struggle for a peace with justice and dignity will not be abandoned. Ways of reaching peace without any more destruction and death will be sought.

With us it is possible to stop the war, open dialogue, resolve our demands, open other spaces for struggle without arms.

Part of this dialogue is the consultation.

It is a step for peace and for moving away from war.

We ask to do the consultation together, not just with support. Only in that way can the war of extermination be stopped.
