The CCRI-CG, supreme command of the EZLN, says its word about the present crisis surrounding the negotiation and dialogue process for a just peace with dignity in Chiapas.
First: The situation of military, social and political deterioration which provokes the crisis of the dialogue of San Andres continues. The military mobilizations sustain their ascending intensity, the white guards continue to enjoy impunity and their patent complicity with the government of Chiapas is clear. The state police are following the instructions of the powerful in Tuxtla Gutierrez to destabilize and make impossible the continuation of the dialogue in San Andres. At the national level a campaign of persecution against the members of the Zapatista Front of National Liberation exists, an act which sends a clear message about the impossibility of a civil and peaceful struggle. To the absurd sentence of Misters Elorriaga and Entzin, we must add that of the alleged Zapatista Francisco Garcia Santiago, declared guilty of sabotaging an electrical tower belonging to the Federal Commission of Electricity by the district judge Daniel Munez Juarez. In this way, the Judicial branch continues to place more obstacles to the dialogue of San Andres and becomes the principal saboteur of the peace process.
The federal government attempts to reduce the Chiapanecan conflict to a police matter.
Second: Yesterday May 30 of 1996, the CCRI-CG of the EZLN analyzed the message dated May 28 of 1996 by the National Intermediation Commission (CONAI). In this document a series of initiatives directed towards solving what appears to be the terminal crisis of the dialogue of San Andres. In response to these proposals, the EZLN commits itself to studying all its initiatives.
Third: In regards to the other points of the CONAI message, the CCRI-CG of the EZLN declares that:
--We accept the postponement of the meeting between the EZLN delegation with the government delegation originally proposed for June 5th of 1996.
--The EZLN publicly commits itself to renew contact with the government delegation, when and if the most delicate aspects of the actual crisis of the dialogue are resolved. We will do so though the CONAI, in order to agree upon new conditions for the continuation of the dialogue and negotiation process.
--The CCRI-CG of the EZLN responds positively to the call of the CONAI to re-establish direct communication with the legislators of the Commission for Concordance and Pacification (COCOPA).
Fourth: In spite of the difficult conditions, and as a gesture of its will to continue the dialogue process as well as a recognition of the pacification efforts of the COCOPA, the EZLN announces that it will designate a delegation for a direct meeting with the legislators of the COCOPA. The place and date of the EZLN-COCOPA meeting will be announced at a later date.
Fifth: The EZLN exhorts the government to abandon its two- faced politics and demonstrate by its actions its adherence to its own declarations.
Sixth: The EZLN repeats its call to civil society to continue and increase its mobilizations in order to impose, by force of reason, the peace which we Mexicans all need.
